RENOVATION OF THE COUNCIL CHAMBERS AT EKWUSIGO LGA

The Renovation and refurnishing of the council chambers is definitely the first project of the new local government administration under the Chairmanship of Hon. Jude lachas Mbaegbu.


Before their inception, the building was converted to 'NATIONAL I.D CARD OFFICE' and was not befitting for the councillors.

The chairman said he embarked on the project to provide a condusive working environment for the councillors to enable them carry out their duties without distractions.

He is the Group Managing Director, Zenith Bank Plc, a position he has held since August 2010. Until then he was the Deputy Managing Director of the bank, having been appointed into that position in 2001. Emefiele has been on the bank’s management team since inception and has held various management positions in the bank, including serving as the Bank’s Executive Director in charge of Corporate Banking, Treasury, Financial Control and Strategic Planning.Until he took over as Group Managing Director, Emefiele was directly responsible for all the Group’s local subsidiaries, Treasury and Correspondent Banking, and Multilateral, Conglomerates, & Private Banking. He also had responsibilities for direct supervision of majority of the bank’s branches in Lagos and Northern Nigeria.Emefiele has over twenty-six (26) years banking experience and holds a B.Sc and an MBA in Finance both from the University of Nigeria Nsukka. Before commencing his banking career, he lectured Finance, Bank Management, and Insurance at the University of Nigeria and University of Port Harcourt respectively.

PROFILE OF THE ACTING CBN GOVERNOR

Dr. Sarah Alade (OON) Deputy Governor, Economic Policy - Since 3/26/2007. Acting Governor Central Bank - 2014

Dr. Sarah Omotunde Alade was appointed Deputy Governor (Economic Policy) Central Bank of Nigeria on 26th March, 2007. She attended the University of Ife, Ile-Ife (now Obafemi Awolowo University) where she obtained a B.Sc (Hons) degree in Economics in 1976. She also obtained an M.Comm degree at the University of Melbourne, Melbourne, Australia in 1983 and a Ph.D Management Science (Operations Research), from the University of Ilorin in 1991.

Dr. Sarah Alade commenced her working career in 1977 with the Ministry of Finance and Economic Development, Ilorin, Kwara State. In 1991, she joined the University of Ilorin as a Lecturer in the Department of Accounting and Finance. She joined the Central Bank of Nigeria in 1993 as an Assistant Director in the Research Department where she served as Head, State Government Finance Office (1993-1996), Head, Federal Government Finance Office (1996-2000) and Head, Fiscal Analysis Division (2000-2004).

Dr. Alade has served on the teams on major economic policy studies, and has been involved in the preparation of Central Bank of Nigeria’s Monetary and Credit Policy Proposals over the years. She was actively involved in the drafting of the Medium Term Economic Programme (MTP) for Nigeria and the IMF staff Monitored Programme/Standby Arrangement.

Dr. Alade was appointed Director, Banking Operations Department in May 2004. In that capacity, she served as Chairman Board of Directors, Nigeria Interbank Settlement System (NIBSS) as well as Secretary, National Payments System Committee (NPSC).

Dr. Alade was a member of the Technical committee of the Vision 2010 and currently a member of the Technical Committee of Vision 2020 and member of the National Economic Management Team (EMT).

As Deputy Governor, Economic Policy, Dr. Mrs. Alade superintends over the Economic Policy Directorate, comprising the Research, Monetary Policy, Trade and Exchange, Statistics Departments and Financial Markets Department. As Chair of the Monetary Policy Implementation Committee (MPIC), she interfaces with operational departments and coordinates technical inputs for the Monetary Policy Committee (MPC).Dr. Alade, who is a member of the Nigerian Economic Society (NES), has several publications to her credit and is currently carrying out research into Interest Rate Policy and Monetary Policy Implementation in Nigeria. Dr. Mrs. Alade is a Fellow of the Nigerian Institute of Operational Research. She is married with children.

President Jonathan has announced the suspension of the Central Bank of Nigeria, Mallam Sanusi Lamido Sanusi.This was made known in a statement signed Thursday by Reuben Abati Special Adviser to the President (Media & Publicity.The statement reads thusHaving taken special notice of reports of the Financial Reporting Council of Nigeria and other investigating bodies, which indicate clearly that Mallam Sanusi Lamido Sanusi’s tenure has been characterized by various acts of financial recklessness and misconduct which are inconsistent with the administration’s vision of a Central Bank propelled by the core values of focused economic management, prudence, transparency and financial discipline;SanusiBeing also deeply concerned about far-reaching irregularities under Mallam Sanusi’s watch which have distracted the Central Bank away from the pursuit and achievement of its statutory mandate; andBeing determined to urgently re-position the Central Bank of Nigeria for greater efficiency, respect for due process and accountability, President Goodluck Ebele Jonathan has ordered the immediate suspension of Mallam Sanusi Lamido Sanusi from the Office of Governor of the Central Bank of Nigeria.President Jonathan has further ordered that Mallam Sanusi should hand over to the most senior Deputy Governor of the CBN, Dr Sarah Alade who will serve as Acting Governor until the conclusion of on-going investigations into breaches of enabling laws, due process and mandate of the CBN.The President expects that as Acting Governor of the Central Bank, Dr. Alade will focus on the core mandate of the Bank and conduct its affairs with greater professionalism, prudence and propriety to restore domestic and international confidence in the country’s apex bank.The Federal Government of Nigeria reassures all stakeholders in Nigeria’s financial and monetary system that this decision has been taken in absolute good faith, in the overall interest of the Nigerian economy and in accordance with our laws and due process

LETTER TO MY PEOPLE


I write to formally inform you of my decision to quit APGA.

Let me assure you that it was not a decision that came easy because, entangled with political considerations was the huge emotional burden arising from the special relationship I have cultivated with the ordinary struggling people who populace APGA. But it is precisely for them and in their interest that I make this move.

I have looked at the political landscape, the unfolding formations and the interplay of forces nationally and decided that the Peoples Democratic Party (PDP) would present a more assured avenue through which I could continue to advance the interests of the hard-working, courageous people of my constituency.

I return to the PDP in the interest of the common people who I represent in APGA; in the interest of my whole constituency, Owerri Senatorial Zone; and indeed in the interest of the whole State.

In these tumultuous days, it is in their best interest that I return to a platform that will position me to be part of the important conversations and events unfolding in the effort to shape a new Nigeria society.

APGA has been mired in internal crises and litigations that have drained its energies, resources and focus. The rare historical break-through we enjoyed in clinching the Governorship seat which presented an opportunity to build a stronger party in the State became a lost dream. The peoples' struggle and victory became an aborted dream as the chief beneficiary abandoned the party and joined the Opposition.

I have worked hard, invested more to restore hope in APGA. When other leaders left, I stayed back as the steadying force in Imo APGA. I have been the one dealing with the anxieties and morale problems of party people resulting from the intractable leadership tussles. But I have looked at the political landscape and seen the stormy weather gathering and I know that the future depends on forging creative alliances that will give the people real value for governance.

Therefore, I move in the interest of the people.

While sitting at one end of the hall analysing the automated auction process for the 2.3GHz Spectrum by the Nigeria Communications Commission NCC, at the Trasncorp Hilton Abuja few hours ago, a thought came to my mind.

The two companies that finally qualified were all Yoruba owned, Globacom and Bitflux. But the story of Biflux was of great interest to me.As soon as I heard last week that the starting price for the auction would be $23 million, I was worried for Bitflux.Where will they get such huge sum of money from. They ended up beating Globacom to it by offering $23,251,000 as against Globacom’s $23,051,000.

I spoke with the Chief Operating Officer of Globacom Mohammed Jameel after the bidding and he said that Globacom is of the view that the flow price was high for their business model.I know that Glo needs that spectrum so bad because they want to use it to rollout their fixed lines services due to the challenges of fiber cut and delay in getting approval to dig up ground to lay cables.

But Bitflux, a small consortium promoted by young men all of whom are between 44 and 48, Mr Tokunbo Talabi,Tunji Gafar and Biodun Omoniyi. How they managed to come together to form the consortium within so short a time was of great interest to me because I know them separately as VDT Communications Limited, Bitcom Systems Limited and Superflux International Limited.

The power to come together in business and in other things is an edge the Yoruba have over the Igbo. I know of so many successful Yoruba businesses that have made it big.

While nosing around, asking how they will be able to raise $23 million in 14 days and also pay the operating license fee of N155 million in 30 days or lose the spectrum, I was very reliably informed that they have big time Yoruba billionaires behind them because they know the potential of that spectrum.Who controls it today will control the Nigerian broadband tomorrow.

Why did Zinox and four other Igbo businesses pull out.Could they not have come together too.....

Am still thinking...but there is Harmattan in this city!

APGA wins 20 of 21 chairmanship seats in Anambra council elections

The ruling All Progressives Grand Alliance, APGA, in Anambra has won 20 chairmanship seats out of 21 in Saturday’s local government elections in the state.The Acting Chairman of the Anambra State Independent Electoral Commission, ANSIEC, Sylvester Okonkwo, announced the results in Awka on Sunday.Mr. Okonkwo said the elections were not conducted in Nnewi North Local Government Area due to the late arrival of materials in the area.He said it was unanimously agreed by parties that the election be conducted on January 18.He said that APGA won a total of 304 councillorship seats out of the 327 wards in the state.He announced that the Peoples Democratic Party, PDP, won 12 councillorship seats while the Progressives Peoples Alliance, PPA, and United Progressives Party, UPP, secured one councillorship seat each.Mr. Okonkwo commended the people of the state for eschewing violence before, during and after the polls. He however mentioned that there was a report of interception of a vehicle conveying election materials. He urged those who were aggrieved with the outcome of the election to go to court.The chairman recalled that local council election was last conducted in the state in 1998 while attempts to conduct the poll before Saturday had met brick walls.He noted that attempts were made in December 1998, December 4, 2004, February 2005, November 2011, October 5, 2013, December 14, 2013 and December 21, 2013 before it was finally conducted on Jan. 11.In his reaction, the Chairman of APGA in the state, Mike Kwentor, ascribed the party’s victory to the infrastructural development of the state by the governor, Peter Obi.Mr. Kwentor said the party was not bothered by the postponement of the election in Nnewi North, boasting that the party will win the election when conducted.“That other political parties got pockets of victories show that there is democracy in Anambra. Grassroots democracy is the election of villagers and commoners, so depending on the credibility of the candidate, villagers voted their choice,” he said.Also reacting, Jude Mbaegbu, the chairman-elect of Ekwusigo Local Government Area, promised good governance to the people of his area, appealing to the opposition to support his administration.

The Supervisory Minister of National Planning Commission and Minister of State for Works, His Excellency, Ambassador Bashir yuguda has commended Anambra State for what he called the impressive rise in her Gross Domestic Product (GDP). He noted that Anambra’s GDP was growing better than those of some African and Caribbean countries. Speaking while presenting the Pilot Survey Findings on the State GDP to the members of the State Executive Council at the Governor’s Lodge, yesterday, he attributed the phenomenal rise to purposeful leadership of Governor Peter Obi and viability and efficient implementation of the Anambra State Integrated Development Strategy – ANIDS.

The Minister noted that the State Gross Domestic Product – GDP has grown from 735.80b Billion Naira in 2009 to 1.005 trillion Naira in 2011, representing about forty percent growth.

The Pilot Survey Scheme conducted by the National Planning Commission in collaboration with the National Bureau of statistics in seven States selected from the six geo-political zones and is being implemented in two phases to be completed by December 2014. Ambassador Yuguda said data were generated from Agriculture, Industry and other services using production and income approaches, with Agriculture recording thirty percent, industry four percent and service sector sixty-six percent.

The Minister assured that they would commence immediate updating of the State GDP to capture the numerous achievements recorded since 2010 when the last study was conducted and would be presented before the end of the Governor’s tenure.

The Statistician General of the Federation, Mr. Yemi Kale said the State was one of the top most developed and advanced States on Education in the country. Mr. Kale enjoined the State to take advantage of the huge opportunity in small and medium enterprises potential to improve internally generated revenue.

Responding, Governor Obi said the State had moved a lot higher from the period of study in 2010 as it had achieved a lot in various sectors. He explained that a lot of direct foreign investments by multi-national cooperation had been recorded in the State since 2012 while industrial growth had recorded an upsurge. The Governor noted that the State had the highest number of bank branches after Lagos and Abuja which he said was an indication of viable economic growth while Anamrba remained the only state that has not borrowed in the country. He observed that the rating of the State of the State in the pilot survey was a strong statement of the status of the State in the country.

Also speaking, the Secretary to the State Government, Mr Oseloka Obaze said the State ranked very high in Direct foreign investment.

The Commissioner for Economic Planning and Budget, Prof. Chinyere Okunna said the result of the pilot study would among other things enhance future planning and deployment of resources as the state was data based. Prof. Okunna stressed the need for updating of the study to capture the remarkable comprehensive development of all sectors since 2011

Functions of the local government as listed in 1999 constitution.


These include:
● The consideration and the making of recommendations to a state commission on economic planning or any similar body on-The economic development of the state, particularly in so far as the areas of authority of the council and of the state are affected, andProposal made by the said commission or body.

● Collection of rates, radio and television licenses;
● Establishment and maintenance of cemeteries, burial ground and homes for the destitute or infirm;
● Licensing of bicycles, trucks( other than mechanically propelled trucks), canoes, wheel barrows and carts;
● Establishment, maintenance of roads, streets, street lightings, drains and other public highways, parks, gardens, open spaces, or such public facilities as may be prescribed from time to time by the House of Assembly of a State;
● Naming of roads and streets and numbering of houses;
● Provision and maintenance of public conveniences, sewage and refuse disposal;
● Registration of all births, deaths and marriages;
● Assessment of privately owned houses or tenements for the purpose of levying such rates as may be prescribed by the House of Assembly of a state; 
● Control and regulation of: out – door advertising and hoarding,movement and keeping of pets of all description,shop and kiosks,restaurants, bakeries and other places for s ale of food to the public,laundries, andlicensing, regulation and control of the sale of liquor.

The functions of local government council shall include participation of such council in the Government of a State as respects the following matters:
▪ The provision and maintenance of primary, adult and vocational education;
▪ The development of agriculture and natural resources, other than the exploitation of materials;
▪ The provision and maintenance of Health services; 
▪And such other functions as may be conferred on a local government council by the House of Assembly of the State.

This is the "INVITATION FOR PRE-QUALIFICATION AND BIDDING FOR PROJECTS UNDER THE 2013MDGS-CONDITIONAL GRANT SCHEME ( MDGS-CGS) IN EKWUSIGO L.G.A" as Promised by THE EXECUTIVE CHAIRMAN OF EKWUSIGO LGA, HON. AGBALANZE JUDE LACHAS MBAEGBU.Members of the public are by this post invited to bid for any of the projects.


PREAMBLE
Ekwusigo lga in collaboration with Anambra state Government and Federal government of Nigeria, intends to execute projects towards the achievement of the Millennium Development Goals(MDGs) in the various communities of Ekwusigo lga.  

OBJECTIVES
The CGS has been designed to address the MDGs at lga level by promoting funding to scale up investments in the following areas of intervention in the under listed communities of Ekwusigo lga (Ichi, Ihembosi,  Oraifite and Ozubulu).  

EDUCATION PROJECTS
●Renovation of classroom blocks in primary& Junior secondary schools.
●Construction of VIP toilets in primary& Junior secondary schools.
●Provision of hand pumps in primary& Junior secondary schools.
● Drilling of solar-powered boreholes with overhead tanks.  

HEALTH PROJECTS
●Supply of medical equipment to health facilities
● Supply of basic drugs to health facilities.
●Drilling of solar-powered boreholes in health facilities
●Renovation of water boreholes in health facilities.
●Renovation of health facilities.
●Construction of Health facilities  

METHOD OF APPLICATION AND FEE
Evidence of payment of non-refundable processing fee of N20, 000 paid into "ANSG MDGs OPERATIONAL ACCOUNT" Number 2188672012 in FIRST CITY MONUMENT BANK(FCMB) Awka, Anambra state.  

SUBMISSION OF BIDS
Bids submitted by individuals and companies are expected to be accompanied by the following documents:
1. Evidence of incorporation or registration of business name with the corporate affairs commission including passport photographmof one of the directors.
2. Evidence of payment of N20, 000 registration fee as contractor with ministry of economic planning & budget
3. Three years tax clearance,  with tax identification number (TIN) where applicable.
4. Evidence of financial capacity to implement the project(s)
5. Company profile with evidence of having carried out such similar projects in the past.
6. Verifiable functional business office and operational equipment.  

DEADLINE FOR SUBMISSION
Completed pre-qualification and bid documents should be addressed to the Special Adviser, MDGs or Chairman,  MDGs Implementation committee and submitted in five copies in a sealed envelope with the project location and 'ekwusigo lga' clearly indicated at the top left side of the envelope,  to the Project support Unit, Ministry if economic planning and budget, Jerome Udoji secretariat,  Awka before 28th February 2014 (in order to meet OSSAP-MDGs submission deadline). MDG/JDPC MEETING ON 17/02/2014

Mdg/jdpc (justice development and peace commission) meeting held today 17/02/2014 at VVI Okoye hall at Ekwusigo lga secretariat.

In attendance are Chief executive chairman of ekwusigo lga, Hon. Agbalanze Jude Mbaegbu and his executive members, the 12 Councillors, the Igwes from the four towns that made up ekwusigo, youth leaders, party leaders, town union pgs, stakeholders and other concerned parties.

The list of mdg projects that rallies round health and education that is to be built at the 12wards of ekwusigo were unveiled.

The executive Chairman assured us of transparency and speedy execution of the projects.

Meanwhile, the JDPC people also assured of their readiness to partner with government to make sure dividends of democracy are evenly distributed to the citizenry.
