5861Applicants into NIS perusing the Examination circular at the MInistry of Interior, Abuja on ThursdayThe Minister of Interior, Comrade Abba Moro has assured Nigerians who submitted online applications for recruitment into the Nigeria Immigration Service that their security would be guaranteed during the recruitment exercise.The Minister who spoke in Abuja on Thursday, restated that the examination which will be conducted by the Ministry of Interior and Immigration Service will hold onSaturday 15th March 2014 in all the Centres in the country."Adequate arrangement has been made for security and effective conduct of the aptitude test," he noted.He said applicants will only be admitted into centres which they had indicated while filling their forms earlier."Let all applicants be aware that they will only be admitted in centres they have chosen to write the examination in the first place."He debunked information making the rounds that applicants have been directed to go to their respective state of origin for the test, insisting that it will negate the Ministry's initial decision to go online to conduct the exercise."It is to avoid the risk of long transportations and travels, to avoid risk of spending too much on enlistment into the service."No Exam in Adamawa, Yobe, BornoMeanwhile, the circular released by the Ministry of Interior on Thursday indicated that there will not be examinations in Adamawa, Yobe and Borno States, due to the declaration of State of Emergency in those States.It stressed that alternative arrangements have been made for candidates from those States (Borno, Yobe and Adamawa States) to take their examination in Gombe, Bauchi and Taraba States respectively.The circular also directed candidates to go to the examination centre with their acknowledgement slip and clothing for physical exercise.

— AFTER many years of waiting and agitation by the people of South East, President Goodluck Jonathan, yesterday, laid the foundation stone for the construction of second Niger Bridge linking Asaba in Delta State with Onitsha in Anambra State.
At an impressive ceremony attended by people from all walks of life, including Governors Peter Obi of Anambra, Emmanuel Uduaghan of Delta, Theodore Orji of Abia and Martin Elechi of Ebonyi, as well as ministers and members of the National Assembly, President Jonathan gave an assurance that the project would be completed on schedule and according to specifications.The project is to be constructed by Julius Berger Plc.
In a speech punctuated by ovations and clapping from the mammoth crowd that witnessed the ceremony, President Jonathan said the second Niger Bridge was critical to his administration’s resolve to improve the economic fortunes of the country, describing it as a fulfillment of one of his campaign promises.According to him, he chose to perform the ground-breaking ceremony before the exit of Governor Peter Obi of Anambra State whose eight-year tenure would end next week because of the governor’s unrelenting efforts to ensure the project was realised.He said: “It is my resolve and that of my administration to ensure that this unity bridge is built to connect Asaba and Onitsha. I want to urge the governors of Anambra and Delta states to ensure that the project is built on time and according to specification.”
Minister for Works, Mr. Mike Onolemenen, said the project, as part of the transformation agenda of Mr. President, was to improve the infrastructural and socio-economic activities of the nation.The minister explained that the Federal Government would execute the project under the Public Private Partnership, PPP, arrangement for a concessional period of 25 years through Design, Build, Finance, Operate and Transfer, DPFOT, model.The Second Niger Bridge, he explained, was 1,590 metres long and forms part of the 11.90 km length project which construction cost was put at N117, 860, 700, 741. 82 vat inclusive.According to him, the construction will be completed within 48 months.
Also speaking, chairman of South East Governors’ Forum and Governor of Abia State, Chief Theodore Orji, said that with the latest development, President Jonathan had shown that the South East was of great importance in the Nigerian project.Orji observed that the bridge, which will serve as a gate-way to the southern part of Nigeria, would also boost economic activities of the people and solve the problem of loss of man-hours being spent on the existing Niger Bridge which often experienced excruciating traffic.Describing the project as a dream come true, the Deputy Senate President, Senator Ike Ekweremadu, extolled the leadership qualities of President Jonathan, adding that he had demonstrated an uncommon love for Ndigbo and Nigeria at large by the commencement of the construction of the bridge.
Chairman, Senate Committee on Works, Senator Ayogu Eze, said the Senate would ensure proper oversight function to ensure that the project was delivered according to specifications.He noted that Igbo had fully been re-integrated into the nation with the emergence of President Jonathan, who appointed Igbo people into very sensitive positions which they never occupied since the end of the Nigerian civil war.
The ceremony virtually brought business activities to a halt in Onitsha as many traders locked up their shops to witness the ceremony.Some of them who wanted to really show gratitude to the president in form of organizing a carnival for him were however disappointed because of heavy security in Onitsha yesterday.
Apart from the four governors, other personalities that attended the ceremony include the Deputy Governor of Enugu State, Chief Sunday Onyebuchi, coordinating Minister for Economy and Minister of Finance, Mrs. Ngozi Okonjo-Iweala, information minister, Mr. Labaram Maku, minister of state for education, Chief Nyeasom Wike, Senators, Ayogu Eze, Ken Nnamani, Andy Uba and Joy Emodi and Deputy Speaker House of Representatives, Chief Emeka Ihedioha.

The Governor explained that his administration received about N620 Billion and N20 billion naira from Federal Allocation and interventions from Donor agencies and Development partners. He noted that in spite the State’s low revenue profile, his government completed over '801' Kms of roads that gave access to all parts of the State and opened up rural areas. He noted that collaboration with the Church transformed and repositioned the education and Health sector to meet the needs of the people.
According to the Governor, through strategic planning, prudent and transparent management of resources, as well as reduction in the cost of governance, his administration achieved integrated and comprehensive development in all sectors without '''borrowing or owing anybody'''.
He expressed satisfaction that his government had rescued the State and laid a solid foundation for sustainable development, stressing that the state was not cursed, rather the people were the cause of its previous challenges.........

The Politics of 2nd Niger Bridge.
According to sources, this project will cost N117 billion naira. Federal government will only contribute N30 billion naira. Julius Berger and other business consortium will contribute the rest. In return, they will build a toll gate and collect money from commuters for 25years. The construction will take 48 months.
Questions:
1.Why is the President starting this bridge construction now, less than a year to another general election, if not to use it as another ploy for South East votes? If he had Igbo interest at heart, why didn’t he start this project since 2011 when he won his first presidential election? Why wait till towards the end of his first tenure?
2.Compare the federal government contribution of (N30 billion naira, that is N7.5 billion naira yearly in 4 years) to a project that would last 48 months, to an allocations in the 2014 budget for Niger Delta militants alone. "(A)Stipends and Allowances to 30,000 Niger Delta Militants under the Presidential Amnesty Programme: N23.6 Billion (twenty three billion, six hundred million Naira). (B)Reintegration of Transformed Ex Militants: N35.4 Billion (Thirty Five Billion, Four Hundred Million Naira)"
Federal government under Goodluck Jonathan budgeted N59 billion naira alone in 2014 for about 30,000 Niger Delta Militants, but the same federal government is only willing to contribute N7.5 billion yearly for a bridge that would benefit
Over 30 million user (mainly Igbos).
3.With toll collections, life would be more difficult in the South East. Inflation will rise, cost of living would go up. Imagine a bus driver plying Onitsha to Asaba daily, he would have to pay each time he crosses the bridge. To achieve a balance, the federal government should build a toll gate on the 3rd mainland bridge which is about 11 kilometres and other bridges. Note: the 2nd Niger Bridge will be 1.8 kilometres long.
4.The Igbos are building this bridge indirectly since they will pay toll to use it.
Precedents:
No government (federal, state, or local government) project(s) has ever been concluded according to original plan and time. This cannot be an exception. Therefore President Goodluck doesn’t intend to complete this project during his tenure, that is if he wins the next election.

President Goodluck Jonathan said on Tuesday in Abuja that he would do the “real ground-breaking” ceremony for the second Niger Bridge in Anambra on March 10.
The president said this on Tuesday when he received a delegation of Anambra people led by Obi of Onitsha, Igwe Alfred Achebe, and Gov. Peter Obi.The delegation, which also included the governor-elect of the state, Willie Obiano, was on a thank-you and solidarity visit to the president.
Jonathan said that the launch of the construction work on the bridge was in keeping with his promise to the people of Anambra,He explained that he could have launched the project long ago with fanfare but government must show commitment to its execution.He said that with proper planning and funding now put in place, he was ready to start the project in earnest.“The Minister of Works has briefed me that they have done a lot of mobilisation; we are coming to do real ground breaking ceremony of the second Niger Bridge and other projects,” he said.
It will be recalled that the president had, during a recent visit to the state, pledged to launch the construction of the bridge before Obi leaves office on March 17.He commended Obi for maintaining a cordial relationship with the Federal Government.
He also used the opportunity to admonish other elected officials and politicians to focus on developing their states rather than make a past-time of attacking and abusing the president.“A number of politicians feel that the best thing to do is to be abusing Mr. President, abusing the Federal Government and so on.“You are elected to develop your state and I think the best thing is to have good relationship with the centre; whether you have a pin or you do not have but one day it will come.“Wearing boxing gloves, jumping into the boxing ring to face Mr. President does not help the development of any state.”
The president specifically commended Obi for his people-oriented programmes and for managing an opposition-controlled state assembly without a crisis.He pledged to give his successor, Willie Obiano, equal support to help him succeed.
The president also promised to retain Obi in the Federal Government’s Economic Management Team even after he leaves office as state governor.
Earlier, Obi had said that it would be difficult for a state governor to make meaningful impact without the support of the Federal Government.He specifically thanked the president for the support given to his state.“I have been governor under three presidents and I know the difference.“Anambra state is your home and we are committed to supporting you and your government,” he said.
